Essential Job Duties
The Budget Analyst II position is part of the Facilities Division Budget and Accounting Department, responsible for supporting Facilities units by monitoring budgets and actuals for both revenues and expenditures. This role oversees state appropriated funds, appropriated receipts, and F&A budgets for one of the largest operating budgets within the University. Reporting to the Director of Budget and Accounting, the Budget Analyst II plays a key role in ensuring financial stability and alignment with university goals.
This position requires the ability to anticipate emerging needs, prioritize projects effectively, develop detailed action plans, and manage tasks and people to achieve objectives with minimal oversight. It presents an excellent opportunity for a proactive individual to contribute to the university’s financial success using data-driven insights and strong problem-solving skills.
Key responsibilities and duties include, but are not limited to:
Budget Development and Reporting
Budget Development and Reporting
- Collaborate with managers and executives to create and manage budgets, ensuring financial alignment with organizational goals.
- Develop budgetary guidelines and provide guidance to departments.
- Consolidate and review organizational budgets for accuracy and completeness.
- Monitor financial performance against budget targets and prepare detailed performance reports and dashboards.
Data Analysis
- Analyze financial data to optimize resource allocation and support informed decision-making.
- Review budget proposals for accuracy, compliance, and completeness.
- Estimate future financial needs based on trends and projections.
- Lead complex projects and mentor team members while working collaboratively to solve challenging problems.
- Perform data analysis, including querying and transforming complex data sets, and create data visualization dashboards to deliver actionable insights for university leadership.
Recommendations and Support
- Conduct ad-hoc financial analysis for management, the Office of the State Budget and Management, UNC System Office, legislative bodies, or campus leadership.
- Lead periodic budget reviews with units to identify risks and develop proactive financial solutions.
- Prepare executive reports, formulate management recommendations, and present findings.
- Provide budget training and technical assistance to Facilities departments.
- Perform budgeting and forecasting of expenditures and revenues to ensure adequate cash flow and reserves.

Minimum Education and Experience
Bachelor’s Degree in Public Administration, Business Administration, Accounting, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Exceptional analytical and critical thinking skills to help university leadership and business units identify and resolve complex issues.
- Proven ability to research, analyze, and summarize complex data, delivering accurate results within tight deadlines.
- Capable of working independently and leading teams to complete assignments that require advanced management, financial, organizational, and problem-solving expertise.
- Strong interpersonal skills, with the ability to collaborate effectively and problem-solve with colleagues at all levels of the organization.
- Advanced proficiency in Excel (or equivalent software) and financial systems, with experience in creating and using pivot tables and database queries.
- Expertise in managing multiple tasks and priorities while consistently meeting deadlines.
- Experience with data visualization tools to present clear and actionable insights.
Preferred Qualifications
- Experience with budgeting in a university or higher education setting.
- Familiarity with monitoring state appropriations, appropriated receipts, and F&A funds to ensure compliance with state policies, rules, and regulations, as well as internal policies.
- Strong knowledge of state government policies and regulations, including the State Budget Act, State Budget Manual, and UNC Policy Manual.
- Extensive experience in budget management and accounting, with the ability to apply financial strategy across multiple funding sources.
- Solid understanding of accounting principles, including the ability to create and review budget and actuals journals within financial systems.
- Demonstrated success in managing customer relationships, enhancing customer satisfaction, and resolving complex customer issues.
- Proven ability to translate business requirements into consistent, efficient processes for service delivery.
- Experience in effectively handling customer interactions, leading to improved satisfaction and successful issue resolution.
