The University Controller’s Office is a department within the Finance Division. The office has business units covering the following areas: The office is responsible for cash services, asset management, financial reporting, payroll, accounts payable, debt, and the university’s tax compliance.

The University Controller’s Office is responsible for fiscal accountability, accuracy, and reporting of the university with a net position of over $1.8 billion, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers, and temporary employees, over 115,000 vendor payments annually and management of a $600 million external debt portfolio.
The University Payroll section of the University Controller’s Office is responsible for 1) timely and accurate payment of wages to approximately 10,100 monthly and 8,100 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of mandatory, voluntary and statutory (garnishment) deduction plans, including the employer’s matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government and approximately 35 states.
Essential Job Duties
Reporting to the Payroll Tax Manager, this role is critical in managing the accurate calculation, reporting, and reconciliation of payroll taxes and related financial activities. You’ll work collaboratively with internal teams, external agencies, and vendors to ensure compliance and smooth payroll operations.
Key Responsibilities:
- Prepare and Submit Reports: Compile and validate payroll recapitulation reports, reconciling wages, taxes, deductions, and employer-paid benefits for disbursements exceeding $1 million annually.
- Tax Filing and Payments: File required federal and state tax forms, including Forms 941, NC-5Q, and NC-3, and ensure timely payment of taxes and other obligations to vendors and agencies.
- Overpayment Management: Manage all aspects of salary overpayment recovery, including communication, calculation, and compliance with state regulations, handling overpayments totaling $1.3 million annually.
- Training and Education: Serve as an instructor for payroll-related training sessions, enhancing understanding and adherence across teams.

Minimum Education and Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Proven accounting skills to manage multi-million dollar tax expenditures, payment, and reporting plus collection and reconciliation of > $1.3 million/year in salary overpayments
- Proficient in Microsoft products including Excel, Access Database, Word, and PowerPoint
- Professionally worked with a large ERP system (i.e., SAP, PeopleSoft, Oracle)
- Capable of writing, modifying, and running queries in the HR system for reporting
- Demonstrated ability to research and translate complex federal and multi-state tax codes and ensure alignment, through testing, with HR System processes
- 941 reporting experience and in payroll processing
Preferred Qualifications
- Bachelor’s degree with 12 credit hours of accounting coursework
- 2+ years of experience in payroll processing
